Why can't more be minted? The mint authority was revoked on-chain, the same mechanism that makes Bitcoin's 21M cap credible. Solscan shows "Mint Authority: none". Math, not promises.
Is it worth money? SHMC has a live market price, set by an open liquidity pool on Solana (see the ticker above). Like any young market it can move sharply, including to zero. Community token first, market experiment second, investment never.
